A government-commissioned report has recommended probationary driving licences are in future issued from the age of 18, not 17 – and that learner drivers would be required to invest big in getting a licence. The new proposals would still see provisional driving licences issues from 17, allowing learners to get out on the road under supervision. However, learners would have to undertake a 12-month ‘learner stage’, in which they’d have to cover a minimum of 100 hours’ supervised driving.
BMW & Toyota in talks to share technology
Toyota and BMW are reportedly in talks to share technology, with BMW getting access to Toyota’s hybrid expertise, and Toyota getting BMW diesel engines. A profitable future for car makers relies to a great extent on yielding the best return they can from their own products, and using the products of other car makers to augment their own range at sensible money. That imperative explains the report today that BMW and Toyota are in talks to exchange technology at which they excel; Toyota with hybrid technology and BMW with diesel engines.

The new UK Government's emergency Budget tomorrow is likely to announce a raft of spending cuts and tax rises bound to affect motorists. The new Conservative-Liberal coalition government is taking the unusual step of holding an emergency summer Budget to reduce the national deficit, which stood at £156bn in 2009-10. The senior Cabinet members signed off the details of the Budget on Friday, but the details won't be confirmed until Tuesday 22 June 2010.Here's our preview of what to expect if you're a car owner:VAT riseMost pundits agree that the rate of value added tax will rise from today's 17.5%.
